Few survived, even fewer remember, but there was a world before the NEO-Budapest Triangle, and that world was Old Europa. They say the more things change, the more things stay the same, and we know Old Europa wasn’t without its faults, but it had order. It had a type of order that’s hard to see, or even imagine, in the new world of the NEO-Budapest Triangle.
Part of that old order was the EPKS, the Europa Peace Keeping Service. An army in everything other than name, they kept Europa’s interests trouble free and were the main defence against aggressors, foreign and domestic. When the government of that time started recruiting for the Core Techs, they had to begin somewhere, and that was with the EPKS.
Enlisting from their ranks, they took the best of the best, and there were fewer better than Lieutenant Carter. Distinguished across the board, he’d seen action across multiple war zones, and lived to the tell the tale. They brought him in to help get the Core Tech programme off the ground, and once it was, he stuck around on orders of the Old Europa heads of state to make sure the Core Techs kept to their plan.
Once the Lincoln Contingency was initiated, the war wiped the EPKS out, ill-equipped to fight what they had to fight. Carter, one of the few EPKS survivors, remained close to White Mayhem as the old world fell apart and the new one rose. Now, a valuable asset in the fight against the AI, held together by his rudimentary EPKS cybernetic implants, he is war torn and about as mean as they come. Can’t kill Carter, that’s what they say.
